Finally, when we create a new field, set field-level security (FLS), or change the field type on a field, we can set the FLS to a permission set rather than just to profiles.
This feature was introduced in Winter '23 Release.
To enable this feature
1. Go to Setup
2. User Management Settings and
3. Enable Field-Level Security for Permission Sets During Field Creation.
If you must assign FLS to profiles, turn off this feature on the User Management Settings page.
